He said verbatim: "And this happened right when people were at school or eating breakfast. My heart goes out to all the people there. I'm glad if many of them were outside the buildings. But it just underscores the danger to a city like Metro Manila that on an ordinary day is hard to move around."

Voices from civil protection

Meily pointed out that the event illustrates the danger to Metro Manila. The capital region, with its densely populated neighborhoods along the West Valley Fault, is already difficult to navigate on a normal day. He expressed relief that many people had been outside buildings at the time of the quake.

Scientists have long warned of a possible earthquake along the West Valley Fault, which runs for about 100 kilometers through Metro Manila and neighboring provinces. The last major rupture on this fault is dated to the mid-17th century. Given its size and past activity, the fault could produce a magnitude 7.2 earthquake.

Risk for Metro Manila

Experts point out that such a quake on land could cause more severe damage than a larger one offshore, because the West Valley Fault runs directly beneath densely populated areas. Disaster planners also stress that the limited evacuation routes in the cramped megacity would make a rapid and orderly evacuation considerably more difficult.

The Philippine Disaster Resilience Foundation says it is the country's most important private-sector coordinator for disaster preparedness. It works together with government agencies to strengthen resilience against natural disasters. In the foundation's view, the current experience from Mindanao shows how urgently further preparations are needed.
