The Disputed Cabinet Submission

FDP politician Buchholz described this week as a "Woche der Wahrheit" (week of truth) for the state government, speaking with reference to today's verdict before the state constitutional court.

The cabinet submission stated in clear terms: "Die Gesamtfinanzierung des Ansiedlungsvorhabens am Standort Heide ist nicht gesichert." (The overall financing of the settlement project at the Heide site is not secured.)

It further warned: "Für die derzeitige Finanzierungslücke ist eine Fremdfinanzierung geplant, wobei gewisse Zweifel bestehen, dass ein Bankenkonsortium gefunden wird, sofern sich Northvolt hinsichtlich der Bereitstellung von Zahlen zu den wirtschaftlichen Verhältnissen und zum Projekt weiterhin sehr restriktiv verhält." Economic Hopes Dashed

Northvolt had planned to build a battery factory near Heide, promising around 3,000 jobs in the structurally weak Dithmarschen region. The project sparked significant economic hope in the area.

In 2025, however, the Swedish parent company filed for insolvency, dashing those hopes and leaving questions about the state's financial exposure.

The court's ruling will examine whether the government breached its duty to inform parliament fully and in a timely manner. The outcome could have implications for how future large-scale industrial settlement projects are handled between the executive and legislative branches in Schleswig-Holstein.
