Security forces of the Taliban in the western Afghan province of Herat arrested dozens of women for allegedly violating the dress code; during the violent dispersal of a subsequent demonstration, one person was killed and several others injured.
The arrests took place, according to residents, when employees of the Ministry for the Propagation of Virtue and the Prevention of Vice (PVPV) stopped several women on the street. Eyewitnesses reported that the protests broke out when the vice enforcers tried to detain several women. A 23-year-old told the news agency AFP that she had seen two ministry employees – one of whom was carrying a whip – put "two women who were not wearing a chador into a vehicle."
A video, not verified by Reuters, shows armed forces dispersing a demonstration that also included fully veiled women. In one excerpt, people can be seen taking cover while gunshots are heard in the background. One person was killed and several others were injured.
