Anthropic: Fable 5 only available without surcharge in Max and Premium subscriptions

Washington only lifted the restriction at the end of June; since July 1, the model has been available again in Claude subscriptions—but initially only as a temporary feature. "Seit dem 20. Anyone who had a Pro or Team Standard subscription on July 19, 2026 is, according to the company, entitled to a one-time transition credit of 100 US dollars that can be used to continue accessing Fable 5. However, a German editorial account at heise online received only 85 US dollars in free credit instead of 100.

What changes for Pro and Team Standard customers?

Pro and Team Standard users must now use credits for every Fable 5 request instead. Once these are exhausted, regular API prices apply—with the most expensive price tag in the Claude lineup. On Max and Team Premium plans, Fable 5 continues to count toward the weekly limit, but remains capped at 50 percent. On Pro plans and on Standard seats in Team and Enterprise plans, Fable 5 is no longer included in the usage limit at all. There, every request runs through pay-as-you-go credits from the very start.

The transition credit will be gradually unlocked starting July 20 and must be actively redeemed by August 2, 2026—via a prompt when opening Claude or a banner under Settings > Usage. On September 17, 2026, the credit expires regardless of when it was redeemed and is non-refundable. On Team plans, however, only an Owner or Primary Owner can claim it—regular team members don't see the promotion at all.

Rules for the transition credit

Free trial periods are excluded, as are Max and Enterprise plans. Anyone who had a corresponding subscription on the deadline is entitled to it. At least the credit volume can be used for all Claude usage, not just Fable 5, and even when the regular plan limit has already been exhausted, though Anthropic itself notes that Fable 5 burns through this allowance faster than other Claude models.

On Team plans, the amount applies per purchased Standard seat, capped at 2,500 US dollars per organization; the credits are pooled into a shared pot from which the entire team draws. For usage-based Enterprise contracts and the Claude API, regular API prices continue to apply as before. Anthropic leaves open whether Fable 5 will become available again without separate costs for Pro users in the future.

In parallel: OpenAI unveils GPT-5.6

Fable 5 can be accessed via Claude on the web, Claude Mobile, Claude Desktop, Claude Cowork, Claude Code (from version 2.1.170), Claude Design, Claude for Microsoft 365, and Claude Tag. The selection is made in the model picker. A promotion also expired on July 19, 2026 that had allowed all paying Claude users to apply up to 50 percent of their weekly usage limit to Fable 5.

Independently, OpenAI has meanwhile released GPT-5.6. It comes with more predictable prompt caching featuring explicit cache breakpoints and a minimum term of 30 minutes; cache writes are billed at 1.25 times the non-cached input price, cache reads retain the 90 percent discount. GPT-5.6 comes in three tiers: Sol as the flagship, Terra as a more affordable variant at the performance level of GPT-5.5, and Luna as the fastest and cheapest model. In ChatGPT Work and Codex, Free and Go users get Terra, while Plus, Pro, Business, and Enterprise can switch freely between Sol, Terra, and Luna and set an effort level per model.

In ChatGPT chat, Plus, Pro, Business, and Enterprise get access to GPT-5.6 Sol at medium and high effort levels; Pro and Enterprise can additionally select GPT-5.6 Sol Pro for particularly complex tasks. In the Responses API, GPT-5.6 can execute programs in working memory via Programmatic Tool Calling, coordinating the tools—compatible with Zero Data Retention. A multi-agent feature in beta enables parallel subagents within a single request.

This intensifies the competition for AI subscribers: While OpenAI presents new performance tiers and multi-agent capabilities with GPT-5.6, Anthropic effectively introduces a price class above the standard subscriptions for Fable 5. The consumer advice center of the heise editorial team recommends affected users activate the transition credit in time and draw up a cost-benefit analysis before it expires.
