According to the latest report by the analysis platform Humanitarian Outcomes, at least 350 humanitarian workers were killed worldwide in 2025, with the largest numbers recorded in the Palestinian territories and Sudan.
The annual toll released on Sunday by the international database Humanitarian Outcomes records 350 aid workers killed, in addition to roughly 308 others who were documented as injured, kidnapped, or otherwise targeted in attacks. This makes 2025 one of the deadliest years for humanitarian personnel since systematic data collection began.
Most of the documented deaths occurred in the Palestinian territories, where 269 aid workers were killed, according to the report. Sudan follows in second place on the list of most dangerous operating environments with 62 deaths, followed by Yemen with nine and Ukraine with four staff members killed from international and local organizations.
