Austria Approves Child Support Guarantee Fund for Single Parents

Funding and Eligibility

The fund will allocate €35 million annually, with payments of €240 per child per month for those who do not receive child support or advance maintenance payments. These payments will not affect eligibility for family allowance benefits. To qualify, single parents must have a monthly net income below €2,768, the median income threshold for single-person households in the EU.

For families affected by violence, an additional one-time payment of up to €4,000, termed "Starthilfe" (start-up aid), will be available to cover emergency expenses. The fund also extends support to children over 18 who are still in their first education or training program, as well as permanently disabled children with physical or mental impairments.

Political and Social Impact

SPÖ Social Minister Korinna Schumann announced the fund’s implementation on Saturday, calling it a "großen Meilenstein" (major milestone) for women’s economic independence. Women’s Minister Eva-Maria Holzleitner echoed this sentiment, stating, "Ökonomische Unabhängigkeit ist eine zentrale Voraussetzung für ein selbstbestimmtes und gewaltfreies Leben. Mit dem Unterstützungsfonds können wir hier Alleinerziehenden und ihren Kindern unter die Arme greifen" ("Economic independence is a central prerequisite for a self-determined and violence-free life. With the support fund, we can lend a helping hand to single parents and their children").

The fund’s creation follows years of pressure from the SPÖ and the Liste Pilz, who championed the cause during the 2017 election campaign. The current coalition government, comprising conservative and progressive parties, finally incorporated the measure into its agenda.

Implementation and Oversight

Recipients must comply with strict reporting requirements, notifying authorities of any changes in their eligibility within 14 days. The Ministry of Social Affairs emphasized the importance of transparency and adherence to guidelines to prevent misuse of funds.

While the fund has been celebrated as a progressive step, questions remain about its long-term sustainability and impact on public finances. Minister Schumann defended the government’s budget, stating, "Ich glaube, es ist ein ausgewogenes Budget" ("I believe it is a balanced budget"), but declined to specify timelines for broader reforms in healthcare and social assistance.
