The German government has signed 47,000 defense procurement contracts worth a total of €111 billion since announcing a major military overhaul in 2022, according to official figures released Thursday.
Rapid Expansion of Defense Spending
Since the so-called "Zeitenwende" (turning point) initiative launched in 2022, the Bundeswehr has entered into an average of over 30 contracts per day for military equipment and services. The massive spending surge followed former Chancellor Olaf Scholz's pledge to create a €100 billion special fund for defense in response to Russia's invasion of Ukraine.
"More than 47,000 defense contracts in four years worth around €111 billion – that means over 30 deals concluded per day," said Dietmar Bartsch, highlighting the unprecedented pace of military procurement. The figures confirm Germany's rapid transformation into one of Europe's top defense spenders after decades of underinvestment in its armed forces.
The special fund, financed through borrowing, marked a historic break from Germany's traditionally restrained military budget policies. Scholz, a Social Democrat (SPD), had framed the measure as necessary to bring the Bundeswehr up to NATO standards amid heightened security threats.
Uncertain Timelines for Delivery
While the government disclosed the total value and volume of contracts, it declined to specify how many of these projects would be completed and operational by March 2026. The Defense Ministry acknowledged limitations in tracking progress across all 47,000 procurement initiatives.
