The question of how far the aid should go remains contested among participants. While some governments favour the delivery of long-range weapons systems, others advocate a focus on defensive equipment such as anti-aircraft and drone defence. Kyiv had repeatedly pointed in recent weeks to bottlenecks in ammunition and air defence. The Paris consultations were therefore seen as an important signal to the Ukrainian government and to Moscow.

Outlook on Further Meetings

The German federal government, which had played a central role in earlier meetings of the coalition, was represented in Paris according to the information available, as were representatives of the Eastern European NATO states. Observers see the meeting as an attempt to consolidate the political cohesion of the support group in the face of shifting majorities in several capitals.

Overall, it emerged that the Coalition of the Willing intends to retain its informal character and does not want to adopt formal decisions with binding effect.
