Brussels, 12 July 2026

The EU Commission presented the recommendations of an independent expert panel on the minimum age for the use of social media in Brussels on Saturday and announced a Europe-wide draft law for 2026.

The EU Commission presented the results of an expert group on the protection of children and young people on social media on Saturday. Commission President Ursula von der Leyen stated that the recommendations formed the basis for a European legal act that was to be initiated still this year. The goal was to regulate minors' dealings with the platforms on a uniform basis and thereby overcome existing national go-it-alone measures.

Background: Debate over Age Limits

At the core of the recommendations is the introduction of a Europe-wide minimum age for the use of major social networks. Among other things, the panel proposes tiered safety modes for young people under 18, designed to restrict access on an age-dependent basis. The experts also recommend binding identity verification in order to reliably determine the age of users.
