Brussels, 10 July 2026

The EU Parliament voted on 9 July 2026, in a controversial second reading, to continue the so-called Chat Control, thereby paving the way for a transitional arrangement until April 2028.

As early as March 2026, MEPs had initially rejected an extension of the exemption from EU data protection law in force since 2021. At that point, a simple majority sufficed in the first reading; the vote fell against continuation, with 228 votes in favour, 311 against and 92 abstentions. In the second reading now held, the Parliament's Rules of Procedure required an absolute majority to reject Chat Control, which would have necessitated 360 votes against. That quorum was missed.

In the actual vote, 276 MEPs voted in favour of ending Chat Control, 286 voted against, and 17 abstained. Since the threshold of 360 votes against the extension was not reached, „it was therefore not deemed rejected but was instead considered adopted," continuation of the exemption is deemed decided.
