The European Commission on Wednesday imposed a 200-million-euro fine on the online marketplace Temu for breaching the European Union's Digital Services Act by not doing enough to combat the spread of illegal and dangerous goods.

Systemic Failures in Risk Assessment

The fine is the highest ever levied against a marketplace operator under the DSA and only the second time the regulation has been enforced with a financial penalty, following a 120-million-euro fine against platform X in December 2025.

The Commission found that Temu, operated by the company Whaleco, violated Article 34 of the DSA, which requires very large online platforms with more than 45 million monthly active users in the EU to systematically identify, analyze and mitigate systemic risks.
