The Danube as an energy and commercial axis

The situation directly affects the Paks Nuclear Power Plant, located on the banks of the Danube and dependent on the river's flow for its cooling systems. Energy sector operators have pointed out that the continued operation of the plant requires guaranteed minimum levels during the summer months and the beginning of autumn.

In addition to the energy impact, the drought threatens the agricultural sector, particularly in the southern regions of the country, where maize and sunflower crops have suffered significant losses. The Hungarian Ministry of Agriculture has indicated that it is evaluating the activation of support programmes for affected producers.

Political dimension of water management

On the political front, the decision has coincided with an internal debate over the management of water resources and cooperation with riverside countries. The issue has been addressed by different political groups, including Fidesz, whose communications director, Bertalan Havasi, justified the absence of the party leader, Viktor Orbán, at a recent event by stating: "Paks ist keine Wahlkampfbühne und die Parteivorsitzenden sind keine politischen Statisten für Péter Magyar", as reported by the portal HVG.hu.

The statements come amid a context of growing political activity by the opposition, with Péter Magyar emerging as a figure who questions the government's management of strategic matters such as energy and water. The Executive has insisted that decisions on the Danube are adopted based on technical rather than political criteria.

Hydrological experts consulted warn that the artificial raising of the river's level only offers temporary relief if it is not accompanied by long-term structural measures. Among them are the modernisation of storage infrastructure, cross-border cooperation, and the reduction of intensive water consumption in industry.

Coordination with riverside countries

The European Commission has reminded member states of the need to implement coordinated hydrological plans under the Water Framework Directive. Hungary, as a riverside country, participates in existing coordination mechanisms for the Danube basin, although several environmental organisations have called for greater ambition in national commitments.

For the time being, the Hungarian government has not specified the duration of the measures or the exact volume of water to be released. The authorities have indicated that the effects on the flow will be assessable in the coming weeks, when updated hydrometric data from measurement stations along the river become available.

The announcement coincides with a heatwave affecting much of Central Europe, which has increased demand for water for irrigation and urban consumption. Meteorological services forecast that temperatures will remain above the seasonal average over the coming days, which could worsen the situation.

In practice, raising the level of the Danube will require coordination with the Slovak and Austrian authorities, given that several stretches of the river are shared and regulated by hydroelectric power plants. Technical meetings between the affected countries are scheduled for the coming weeks.

Managing the Danube during drought periods has become one of the most visible challenges of climate change in the region, alongside protection against flooding during seasons of intense rainfall. Specialists stress that both phenomena tend to be more frequent and extreme, which makes it necessary to rethink water policies at national and European level.

Meanwhile, in riverside localities along the Danube, local communities have expressed their concern about the effects of the drought on fishing, river tourism, and water quality. Some town councils have asked the central government to consider the possibility of declaring areas affected by water emergency, which would facilitate access to extraordinary funds.
