Background to the deal

The deal marks a significant expansion of migration cooperation between Liberia and the United States. Critics of such deals have raised concerns about the legal status and rights of deportees once they reach the receiving country.

Human rights organizations have repeatedly questioned whether deportees sent to third countries in the region receive adequate legal safeguards, access to counsel and pathways to durable solutions. They have also warned that host countries may struggle to monitor large numbers of arrivals without additional international support.

Liberian civil society groups said they would seek clarifications on the screening procedures that will be applied before any transfers take place. They also pressed the government to spell out the rights the deportees will enjoy while in Liberia, including the right to work, freedom of movement and access to judicial review.

What happens next

The government has not yet published a formal memorandum of understanding covering the arrangement, and details on funding, logistics and oversight are still being negotiated between the two governments. Piah indicated that further announcements would be made once the operational framework is finalized.
