Mattle to Tie Retirement Age to Years Worked – ÖVP Seniorenbund Backs the Push

The push comes at a time when the federal government is already debating reforms to the pension system. With his proposal, Mattle champions an approach that gives greater weight to lifetime contributions and qualifies blanket age limits. Observers see the move as an attempt within the People's Party to send a signal in the direction of employee-friendly pensions.

From the Seniorenbund's perspective, the proposal is especially relevant for those who entered working life early – after completing compulsory schooling or an apprenticeship, for example. Under this logic, someone who started working at 15 or 16 would be entitled to a pension earlier than someone who only entered the labor market in their mid-twenties.

Arguments from Supporters

Critics of such a model, by contrast, point to the financial sustainability of the pension system. Linking retirement to years worked could mean that some employees leave working life considerably earlier, shrinking the contribution base of pension insurance. Economic institutes have in the past warned of rising costs should the statutory retirement age be lowered overall.

Objections on Economic Grounds

Mattle is regarded as a heavyweight within Tyrol's ÖVP and has repeatedly set social-policy accents in the past. His push is the latest in a series of similar initiatives by People's Party lawmakers seeking to sharpen their profile on the pension question. The proposal is currently to be read as a political positioning; according to APA information, no concrete draft legislation has been tabled.

Reactions from the other National Council factions are still pending. The SPÖ has in past debates also shown sympathy for models that differentiate between years worked and retirement entry. The FPÖ, for its part, has recently spoken out in favor of consensual solutions without committing to a fixed line.

Korosec stressed that the aim is not a general lowering of the retirement age, but greater fairness between occupational groups. Anyone who has done heavy work their whole life should not have to reach the same cutoff date as someone who spent their career mainly in an office, she said.

The issue is politically delicate domestically: the next regular National Council election is approaching, and pensions have ranked among the top concerns of the population in surveys for years. Both governing parties are therefore keen to put forward reform proposals that reassure voters about their entitlement to an adequate retirement income.

What Happens Next?

It remains to be seen how the federal government will take up the initiative. The Chancellery and the Social Ministry initially declined to comment. Should Mattle bring his proposal forward as a resolution in parliament, that would be a first concrete step toward a broader debate.

Pension experts point out that any reform of the entry rules would have implications for the system as a whole – from contribution levels and assessment periods to deductions for earlier retirement. Without a comprehensive impact assessment, the proposal remains, for now, a political signal.

On Wednesday, Mattle plans to present further details of his model at a press conference in Innsbruck. Statements are expected on which occupational groups would specifically benefit and what a pragmatic implementation could look like.
