Merz takes stock of his first year in office: "The coalition has found its footing"

Merz defended the high new borrowing in the federal budget at the press conference. The federal government had to provide „eine andere Antwort" on financing security and defense. The debt U-turn was „eine erhebliche Belastung auch meiner persönlichen Glaubwürdigkeit", he acknowledged – after all, he had promised during the election campaign not to take on any new debt. He tied the debt policy to the condition that Germany on the one hand be capable of defense and on the other remain a „Stabilitätsanker" in the European monetary union.

Debt Policy and the Debt Brake

Merz effectively ruled out a reform of the constitutional debt brake for this legislative term. „Wenn wir jetzt noch einmal an das Grundgesetz herangehen würden oder müssten, dann bräuchten wir dazu nicht nur eine einheitliche Meinung in der Koalition, die wir zurzeit nicht haben", he said. It would also require the Greens and additional members of the Bundestag for a constitutional majority.

On substance, Merz pointed to several reforms that had already been agreed but not yet passed by parliament. These included measures on pensions, statutory health insurance, and tax law. He particularly highlighted the planned pension reform, which for the first time provides for a small share of capital investments: „Wir hätten das schon vor 30 Jahren machen sollen, so wie die Schweden, die Dänen, die Niederländer, viele andere auf der Welt, die das längst gemacht haben. Aber wir fangen jetzt wenigstens an damit."

Reform Plans on Pensions, Health, and Taxes

Merz also acknowledged that the German economy was not where he would like to see it. „Wir haben viel erreicht, aber es ist noch lange nicht genug", he said. His reforms came under the heading „Wie kommen wir zur Wettbewerbsfähigkeit unserer Wirtschaft zurück?". As reasons for the economic weakness, he cited the US tariff policy and „globale Ungleichgewichte".

Without naming the US president directly, Merz accused the US government of having „geschädigt" the German economy. „Ich habe immer gesagt, dass wir uns unserseits nicht in amerikanische Wahlen einmischen. Das haben wir auch immer eingehalten. Und ich möchte umgekehrt nicht, dass sich amerikanische Institutionen in deutsche Wahlen einmischen", he said.

Foreign Policy: USA, Russia, and the Transatlantic Relationship

On foreign policy, the Chancellor struck a combative tone. „Wir leben nicht im Krieg, aber wir leben auch nicht mehr im Frieden", he said. There were „Vorbereitungen für weitere Aggressionen Russlands weit über die Ukraine hinaus". Germany was „Hauptzielland von dem, was wir hybride Kriegsführung nennen".

Ahead of the state elections in Saxony-Anhalt, Mecklenburg-Western Pomerania, and Berlin in September 2026, Merz defended his proposal to offer Ukraine only a perspective on EU association without voting rights rather than full membership. He named the five Western Balkan states, Moldova, and Ukraine as „die potenziellen neuen Mitglieder der Europäischen Union. Die darauf warten, dass die Europäische Union die nächsten Schritte tut." The EU had not admitted a new member in 13 years. „Wenn wir diese Glaubwürdigkeit verlieren, verlieren wir diese Länder", he warned.

EU Enlargement and Ukraine

Regarding the rise of the AfD in the polls, Merz said: „Ich bin und bleibe zuversichtlich, dass es uns gelingt, in den drei Ländern, vor allen Dingen in Sachsen-Anhalt und in Mecklenburg-Vorpommern, zu verhindern, dass es hier eine Mehrheit der AfD nach Mandaten in den jeweiligen Landesparlamenten gibt." He ruled out cooperation with the partly far-right AfD: „Wir haben hier klare Parteitagsbeschlüsse und ich habe keinen Anlass, daran zu zweifeln, dass wir die einhalten." He also rejected cooperation with The Left.

To potential AfD voters, Merz made a direct appeal: „Schaut genau hin, lasst euch nicht allein von Social-Media-Aktivitäten informieren: egal, wo sie stattfinden. Sondern guckt hin, was die Bundesregierung versucht, auf den Weg zu bringen." He announced that he would maintain this optimism „bis zum Wahlabend jeweils 18 Uhr".

AfD, State Elections, and the Role of Social Media

In this context, Merz pointed to a five-million-dollar funding program of the US State Department aimed at organizations in Europe and supporting groups that could be close to the AfD. It was „illegal, politische Parteien in Deutschland aus dem Ausland heraus zu finanzieren", he said. Speaking to a Dutch journalist, he stressed that it was „schon etwas Anderes" if, of all places in Germany with its Nazi past, right-wing extremists were to return to power: „Wenn in Deutschland eine rechtsradikale Partei in eine Regierung käme, hätte das eine völlig andere Bedeutung, als wenn das in einem anderen Land in der Europäischen Union geschieht."

Regarding the planned cuts to the advance on maintenance payments, Merz said the federal government wanted „versuchen, das zu korrigieren, ohne dass die Kinder davon betroffen sind". The situation of those affected would be improved, and those obliged to pay maintenance would be drawn on more heavily. It was „eine Abwägung, die wir vornehmen, keine abgeschlossene Gesetzgebung".

Domestic Policy Plans and Municipal Finances

The Chancellor's summer press conference has a tradition going back decades. In 2015, Chancellor Angela Merkel used the occasion to utter her famous phrase „Wir schaffen das". Merz tried to project confidence: „Ich schließe dieses erste Halbjahr mit der Zuversicht ab, dass wir auch im zweiten Halbjahr gute Politik machen für Deutschland." He sees himself as a „lernfähiges System" and wants „von niemandem in seiner klaren Haltung zur AfD überbieten lassen".

Merz also addressed the situation of the municipalities: given the acute financial distress and an annual deficit of 30 billion euros, the previous course was „nicht auf Dauer leistbar". He announced his intention „die Freiheit und den Frieden dieses Landes" to preserve, and ended the press conference with the words: „Wir sind nach bestem Wissen und Gewissen darum bemüht, unser Land zu stabilisieren und voranzubringen."

The summer press conference is considered one of Merz's last official acts before the summer break. The hall of the Federal Press Conference was completely full; there were no free seats. This brought to a close half a year of government work that Merz, despite all the polling numbers and criticism, wanted to portray as successful – and at whose end he announced further reforms for the second half of the year.
