Spain Steps Up Controls on Travelers from Italy Amid Migration Pressure from Ceuta

Resistance from the PP-Vox Regions

Several regions governed by the conservative People's Party (PP) together with the right-wing populist Vox as a coalition partner had announced resistance to the automatic assignments. After some hesitation, they then emphasized that they would respect Spanish legislation. At the same time, they are demanding thorough age verification, and threats of legal action against transfer orders are looming. This is increasing domestic political pressure on the government in Madrid.

Children and adolescents had been distributed to emergency shelters and improvised civil protection facilities. In the meantime, schools and an old factory hall have also been opened and residential containers provided. These are intended to accommodate those affected in the short term while further measures are being discussed.

Origin and Situation of the Minors

According to available information, the minors are predominantly of Moroccan origin. Many of them attempt to cross the border crossings into Ceuta to enter the European Union and reach family members or distant relatives. According to regional authorities, the already strained situation at the border has intensified further in recent weeks.

Italy occupies a special position in the debate, as part of the secondary migration runs via the Apennine Peninsula. Italian authorities in Rome had recently pushed for a coordinated European solution, citing, among other things, proposals attributed to Giorgia Meloni for a more consistent migration management at the external borders. The controls at Madrid Airport are therefore also directed against travelers entering the Schengen Area via Italy.

EU Commission Monitoring the Situation

The EU Commission says it is closely monitoring developments. It points to existing agreements on the distribution of particularly vulnerable minors, but also stresses the obligation of member states to apply European law. It remains to be seen whether Brussels will take formal steps against Spain if the controls permanently restrict the free movement of persons within the Schengen Area.

In Madrid, concern is simultaneously growing over the care of the arriving children and adolescents. Aid organizations report that emergency shelters are overwhelmed and are calling for more staff as well as medical and psychological care. The improvised accommodations in the old factory hall and in residential containers are described as a short-term solution, not a permanent answer.

Political Balancing Act for the Government

Politically, the government in Madrid has a balancing act to perform: on the one hand, it must explain and justify the controls at the airport and at the land borders; on the other, it must not permanently endanger the Schengen Area. The threats by several PP regions of legal action against transfer orders add further pressure, as the assignments to the autonomous communities are a central pillar of Spanish migration policy.

The coming days will show whether the controls actually lead to a measurable easing and whether the opposition-governed regions will prevail with their lawsuits. Observers expect that the situation in Ceuta will determine the further course of Spanish migration policy. The question of what role Italy and the EU Commission will play in the future also remains open.
