Trump blames Lincoln Memorial Reflecting Pool discoloration on vandalism despite no evidence

Trump described a "250 foot long gash" cut with a knife or blade into the pool's newly renovated lining and said "corrosive and destructive chemicals" had been poured into the water. He framed the alleged act as "a true affront to both Presidents George Washington and Abraham Lincoln" and said contractors had been met to begin repairs, which would require draining much of the basin. "The Reflecting Pool was never so beautiful as it was just one week ago, even going back to 1922 when it opened," he wrote.

The White House has provided no evidence that vandalism caused either the pool's recent green discoloration or the structural damage described by the president, and neither the Park Police, the National Park Service nor the Interior Department responded to requests for comment. As of publication, no law enforcement agency had publicly confirmed any arrests beyond the single case reported by The Washington Post. Trump also posted a fake image of himself and administration officials in swimsuits alongside an unidentified woman in a bikini lounging in the water.

What scientists say caused the green water

The pool turned green last week after being refilled following a renovation in which the floor was repainted a dark blue shade Trump calls "American flag blue." Aquatic ecologists and pool specialists told NPR that the discoloration stems from a natural bloom of algae from the genus Desmodesmus, common in shallow, sun-exposed water, and that the renovation may have accelerated the bloom by disturbing the nutrient balance. A George Mason University professor who sampled the water confirmed the algae was not toxic.

The arrest of David Hearn

On Friday, Maryland resident David Hearn, a former Olympic athlete, was arrested and charged with destroying government property after reaching into the pool and touching a piece of already partially detached blue coating, according to The Washington Post. Hearn said he merely touched dislodged material and denies the charge. A court date has been scheduled for July 9. NPR noted that the algae bloom is not explained by the paint-peeling arrest.

Controversy over the renovation contract

The renovation itself has drawn scrutiny. In May, the Cultural Landscape Foundation filed a lawsuit arguing that the administration had bypassed required historic preservation reviews; a federal judge had not yet ruled on the case when the administration notified the court that renovation work had been completed. A Virginia-based contractor received a no-bid contract for the project, with the government citing time pressure ahead of the 250th anniversary of the Declaration of Independence on July 4.

Costs of the renovation grew from an initial public estimate of $2 million to more than $14 million by completion, according to NPR, and a separate Ohio-based company was paid roughly $1.7 million for nanobubble ozone technology deployed to treat the algae bloom. Trump has called the renovation a success, saying the pool had "worked perfectly." Experts note that algae have plagued the basin since it opened, and that the pool is comparatively shallow and heats up significantly in summer.

An unsubstantiated claim

In his posts, Trump also referred to damage done three days earlier to grass outside the pool, writing: "Just like three days ago, they destroyed the grass outside of the Pool, they've also done everything possible to hurt the inside surface that was just installed." The reflecting pool, one of the most famous landmarks of the U.S. capital, served as the backdrop where civil rights leader Martin Luther King Jr. delivered his "I Have a Dream" speech in 1963.

Independent reporting has not corroborated the president's description of a knife-cut gash or of poured chemicals. Park Police and other agencies have not released supporting evidence, and the president's own allegations remain unsubstantiated. Large portions of the water will now need to be drained to carry out repairs.
