Chinese head of state and party leader Xi Jinping, on 17 July 2026 at the opening of the World Artificial Intelligence Conference (WAIC) in Shanghai, called for stronger global cooperation on AI and at the same time demanded closer state control of the technology.

Four cornerstones for global AI governance

In his opening speech, Xi outlined four cornerstones for future global AI governance: openness and win-win cooperation, a more pronounced risk awareness, the promotion of cultural dialogue, and the explicit prevention of a split between industrialised and developing countries. He warned that AI must remain under human control and follow a "human-centred" approach. "Wir sollten das Risikobewusstsein stärken und gewährleisten, dass KI sicher und kontrollierbar ist," Xi said in his speech.
