Zelensky becomes first foreign leader to meet Britain's new prime minister Burnham

Addressing reporters, Burnham described the encounter with the Ukrainian leader as 'warm' and pledged a 'close partnership' between the United Kingdom and Ukraine. Continuity in British policy

The visit marked the diplomatic opening of Burnham's premiership. Zelensky, the first foreign leader to meet Britain's new prime minister, used the occasion to press for continued Western backing more than four years after Russia launched its full-scale invasion of Ukraine in 2022. Britain has framed its posture in stark terms, declaring: 'Britain stands with Ukraine, shoulder to shoulder, and our support remains unwavering.' A separate statement warned: 'Russia should be in no doubt of our resolve, and we will not back down until we achieve long-lasting and just peace for Ukraine.'

On the same day, Burnham announced that Britain would provide new, home-grown jamming technology to protect Ukrainian drones in the war. The announcement was framed by his office as part of the broader package of military and non-military assistance London has extended to Kyiv since 2022.

Scale of UK support

According to figures attributed to Burnham's office, the United Kingdom's total support for Ukraine has reached £25 billion (US$33.3 billion) since Russia's full-scale invasion. Of that sum, £5.6 billion has been channelled into non-military support, with the remainder allocated to military assistance, training and equipment.

The new prime minister's predecessor, Keir Starmer, visited Kyiv days before he stood down earlier this month. During that trip, Starmer pledged €300 million to help equip Ukraine with a squadron of Swedish-made Gripen fighter jets, a package consisting of 16 aircraft intended to bolster Ukraine's air capability.

Diplomatic signal

Burnham has signalled continuity with his predecessor's approach. The Portsmouth stop allowed the new prime minister to inspect training infrastructure and meet Ukrainian troops in person, reinforcing the message that the change of leadership in London has not altered Britain's policy towards the war.

By receiving Zelensky first among foreign leaders, Burnham underscored the central place of the Ukraine file in his government's early agenda. The visit combined symbolic diplomacy, a showcase of ongoing training, and a fresh commitment of military technology, signalling that London intends to maintain the scale and character of its support into the new political term.

Briefings from the visit noted that approximately 200 Ukrainian soldiers are currently completing maritime exercises in Britain as part of the programme, a figure consistent with the broader Sea Breeze cohort introduced to Burnham and Zelensky at the naval base. Ukrainian military personnel are being trained at the same British naval base where the meeting occurred, ensuring continuity between the diplomatic engagement and the operational work on site.
