15 Years After Utøya: Survivors Struggle with Memory and Political Vigilance

How the Attack Unfolded

There, Breivik shot at unarmed young people for more than an hour without being stopped. Magnus Håkonsen, who was 18 at the time, initially mistook the gunfire for fireworks and ran toward the sounds before realizing he had to flee.

"I cannot speak about what happened without saying that I was there," says Håkonsen today. The man who narrowly survived in 2011 is now a social studies teacher and deliberately addresses July 22 in his classes.

"We must have the courage to speak honestly about how dangerous anti-democratic ways of thinking are," Håkonsen emphasizes. In response to his students' questions, he openly shares his own experiences, because he considers silence more dangerous than remembrance.

Merete Stamneshagen's daughter Silje was one of the victims of Utøya. "It took a whole week before we finally had certainty," the mother says. Silje was killed on Utøya by three shots to the head; her body was found on the "Path of Love" (Kjærlighetsstien).

Merete Stamneshagen spoke briefly with her daughter on the phone on the day of the attack — it was the last time she heard Silje's voice. Crown Prince Haakon later opened a new memorial in Oslo together with Stamneshagen.

The legal proceedings are not yet concluded: a Norwegian court is currently reviewing Breivik's request for release from prison. Breivik is serving a 21-year prison sentence, which at the time of his crimes was the maximum penalty and can be extended as long as he is considered a threat to society. Observers assume that Breivik will most likely remain in prison for the rest of his life.

Breivik's Imprisonment and the Political Debate

Several ministers of the current Norwegian government are themselves survivors of the 2011 attack. At the same time, Norway's Social Democrats are repeatedly accused of exploiting the anniversary for political purposes — critics speak of the so-called "playing of the Utøya card."

Even 15 years after the attacks, survivors struggle with the psychological consequences. "It's such a creeping feeling," Håkonsen describes the period before the anniversary. Before and around July 22, one is "more thin-skinned, quicker to get irritated, becomes sad more easily, reacts more sensitively."

Right-Wing Extremism as a Present-Day Problem

According to observers, the memory of Utøya is closely tied to the question of how endangered democracy is today. In Germany as well, the current domestic intelligence report states, right-wing extremists continue to make up the largest share of politically extreme actors.

In parallel, activists such as the 24-year-old Marcant fight the far right on platforms like TikTok and receive death threats daily for doing so. He attends neo-Nazi demonstrations in order to ask critical questions. Their commitment shows that confronting anti-democratic ideas has become an everyday task for a new generation.

At this year's commemoration, survivors, relatives, and senior politicians are gathering in Oslo. As the names of the 77 dead are read aloud, for many of those affected the focus is not only on mourning but also on the mission to keep memory alive — against forgetting and against those forces that attacked and continue to attack an open society.
