Andy Burnham, former Mayor of Greater Manchester, has in his first major policy speech in Manchester announced a sweeping decentralisation of political power away from the London government district of Westminster, positioning himself as the sole candidate so far to succeed the resigned Keir Starmer.

Burnham, currently regarded as the sole contender for the post of Labour Party leader and thus Prime Minister, spoke before invited guests at a museum in Manchester. He outlined a ten-year mission and promised a "radical change". Should no further candidate emerge, he could become the new Prime Minister as early as mid-July; otherwise he would have to face an elaborate internal party selection process.
A central element of his speech was the announcement of the largest redistribution of political power the United Kingdom has ever experienced. "Wir brauchen eine neue Entschlossenheit, um den Lebensstandard jedes einzelnen Menschen in diesem Land zu verbessern", said Burnham. He wanted to place power "in die Hände der Menschen und Regionen, die diese am besten nutzen können".
