Andy Burnham launches as British Prime Minister with ambitious ten-year programme

At the opening, Burnham said: "I think this is the best day of my life. I absolutely mean it." In a video posted on Instagram, Burnham visited a pub together with his newly appointed Chancellor John Healey, drank a pint of beer and said: "What you probably already know about me: I go to lots of gigs. I like a pint now and then, and every so often I also DJ."

Healey, who previously served under Starmer as Defence Secretary and resigned in protest at cuts to the defence budget, received the post of Chancellor of the Exchequer in Burnham's cabinet — considered the second most important office in British politics. In the video, Burnham toasted him: "This is my thank you to you for being our Chancellor. Cheers, have a good weekend everyone." Of the venues being supported, he said: "These places deserve my support — our support — and that is exactly what they're getting. Maybe I should celebrate that soon with another DJ set."

Further measures: energy, prison, buses

In addition to the pub relief, Burnham announced the abolition of VAT on household energy bills from October. This relief is to be financed by abandoning the digital ID planned under Starmer. The early release of around 6,000 prisoners, scheduled for September, is also to be suspended.

A further key measure is the two-pound price cap (around €2.35) on bus tickets from January 2027. According to the government, funding this plan will however require cuts to international climate protection investments. In his first days in office, the new Prime Minister announced measures intended to save Britons money.

It remains to be seen whether and when the tax-free personal allowance, frozen since 2021 at £12,500 (around €14,639), will be raised. According to British media reports, allies of Burnham have distanced themselves from suggestions that a swift increase is planned. The progressive income tax thresholds, frozen since 2021, are reportedly not due to rise again until 2031.

Overall, Burnham is pursuing the goal of transforming the United Kingdom at breakneck speed, as a summary of his intentions puts it. With a mix of symbolic appearances, concrete tax and spending decisions and a clearly stated ten-year horizon, the new government is seeking to make a swift impression in the public eye.

Meanwhile, attention is growing for the new government model with offices outside London. With "No 10 North" in Manchester, Burnham signals a decentralisation of political decisions and a stronger connection to regions that have felt neglected by the capital.

Observers also see the public-friendly pub visit, DJ reference included, as an attempt to build a counterpoint to what is perceived as his predecessor's technocratic style of governing and to place his own personality more prominently in the foreground.
