Austria lags behind in EU comparison on e-buses

Costs as the central hurdle

Austrian transport companies therefore find themselves facing a double burden. In addition to the higher vehicle price, depot areas have to be converted for charging stations and new grid connections have to be created. In smaller depots, for example in Vorarlberg, space for this is limited, which further slows the transition.

The comparison between the federal states reveals clear differences. While individual regions rely on e-buses in pilot projects, others remain with conventional diesel or hybrid vehicles. The heterogeneity of Austria's local transport landscape complicates a coordinated procurement strategy, which in turn affects economies of scale and thus prices.

Differences between the federal states

At the political level, the goal of electrifying the bus fleet has been formulated repeatedly, but concrete funding programmes to cover the additional costs have so far only been available to a limited extent. Transport operators report that the existing funding pots are not sufficient to offset the additional costs compared with diesel buses.

The supply of electricity at the depots also plays a crucial role. The expansion of additional grid connections is a time- and cost-intensive process that depends on the respective grid operators. Delays in grid connections frequently mean that e-buses that have already been ordered cannot be put into service.

Role of charging infrastructure and grid connections

International comparisons have shown that countries with targeted funding programmes and a centralised procurement strategy achieve higher shares of e-buses. The availability of funding and the bundling of orders reduce unit costs and accelerate the ramp-up of charging infrastructure.

For the coming years, industry observers expect only a slow increase in the e-bus share in Austria, unless the financial framework conditions change fundamentally. Without systematic funding and simplified approval procedures for charging infrastructure, the lag behind front-runners such as Denmark is likely to widen further, according to the industry.

International comparison and outlook

The combination of high acquisition costs, complex infrastructure planning and a heterogeneous funding landscape makes the ramp-up in Austria a gradual process. Transport operators, municipalities and energy suppliers must work closely together to shoulder the additional costs and provide the necessary grid connections.

Overall, the current data clearly show that Austria has a structural disadvantage when it comes to expanding e-buses. An acceleration would only be possible if the federal government, the federal states and the municipalities more strongly subsidise the acquisition costs and treat the expansion of charging infrastructure as a shared infrastructure task.
