Canada prepares retaliatory tariffs on US goods as trade dispute escalates

The move comes amid a broader reordering of North American trade. Earlier this year the Trump administration raised duties on Canadian steel, aluminum and a range of other goods, citing what it described as unfair trade practices and inadequate border enforcement. Canada has consistently argued that the tariffs are unjustified and inconsistent with the terms of the United States–Mexico–Canada Agreement.

Within the Canadian government, Finance Minister François-Philippe Champagne and International Trade Minister Mary Ng have led the planning, coordinating with industry stakeholders including the Canadian Manufacturers and Exporters association and the Canadian Chamber of Commerce. Officials say the retaliation package will be substantial enough to register in US congressional districts that depend on access to the Canadian market.

Broader trade context

The dispute is unfolding against a backdrop of heightened trade tension worldwide. The United States has imposed or threatened new duties against China, the European Union and Mexico in recent months, while Beijing and Brussels have responded with their own countermeasures. Canadian officials argue that a coordinated Western response is needed to defend rules-based trade.

Canadian steelmakers, aluminum producers and lumber exporters are among the most exposed Canadian industries. A senior official at one industry association, speaking on condition of anonymity, said members had been briefed on the retaliation plan and broadly supported it. The official cautioned, however, that a prolonged tariff war would ultimately harm workers on both sides of the border.

Industry impact at home

Some Canadian retailers have warned that the retaliatory measures could raise prices on popular US-branded goods, from groceries to household appliances. Consumer advocates have urged Ottawa to design the package so that the burden falls on US producers and exporters rather than Canadian households, a consideration officials say they are taking seriously.

Opposition parties in Ottawa have so far rallied behind the government's response. The Conservative Party, which has historically favoured closer Canada-US economic ties, said it would support retaliation in principle but pressed the Liberal government to publish the full list of affected products before any duties take effect. The NDP and Bloc Québécois have demanded that the package include targeted measures against politically sensitive US exports.

Diplomatic channels remain open. Canadian and US trade representatives met earlier this month in Washington in an effort to de-escalate the dispute, but the talks produced no breakthrough. Officials in Ottawa say negotiations will continue in parallel with the announcement of retaliatory measures, leaving room for a deal if Washington is willing to roll back duties.
