Ceuta: Morocco uses migration as leverage

Marrakesh and Madrid at odds

Behind the crisis lies a diplomatic conflict between Morocco and Spain that goes beyond bilateral issues. Rabat is reportedly tying its cooperation on migration control to political conditions, including recognition of its position on the Western Sahara issue. Several European capitals are watching the developments with concern, as Morocco's approach is hardening into a pattern: pressure through migration.

Vienna in the crosshairs

Austria is also being drawn into the dispute. According to reports, Austria had previously supported the UN process to resolve the Western Sahara conflict, including the idea of a referendum on the territory's future. The SPÖ in particular, in an anti-imperialist tradition, stood close to the independence movement "Frente Polisario." This stance conflicts with Morocco's position, which rejects the Frente Polisario and prefers an autonomy plan under its own sovereignty.

The Spanish government is pursuing a two-track response: diplomatic talks with Rabat and the strengthening of its own border protection capacities. At the same time, pressure is growing from the regions governed by the PP, which are calling for a tougher line toward Rabat and tighter control of Spain's own external borders. Madrid must keep an eye on its relations with the EU and individual member states, as Morocco is simultaneously building pressure in several European capitals.

The EU Commission says it is following the situation closely. Should Morocco's approach turn out to be a systematic attempt to use migration policy as leverage against European states, this could weigh on negotiations over readmission agreements and visa facilitations. Ceuta remains a visible flashpoint where tensions between Morocco and Europe are directly discharging.

For Austria, the crisis poses a foreign policy balancing act. Vienna has traditionally championed a rules-based solution on the Western Sahara issue and accepted criticism from Rabat in return. If Morocco now attempts to use migration as leverage against Vienna as well, Austria would have to weigh its European obligations, its UN-oriented Western Sahara policy, and the requirements of migration management against one another.
