In the black-red federal government, a conflict is emerging over Federal Health Minister Nina Warken's (CDU) planned abolition of the income threshold above which adult children must cover their parents' care costs.

Background: Dispute over the 100,000-euro threshold

The draft of the Care Reorganisation Act (Pflegeneuordnungsgesetz) provides for the complete elimination of the 100,000-euro gross annual income threshold introduced in 2019. Currently, adult children only have to step in for their parents' care costs if they earn more than 100,000 euros gross per year. By lifting this threshold, municipalities are to be relieved of rising social welfare costs, because the social welfare office initially covers care costs when the care recipient's income is insufficient, and authorities in many cases subsequently asked children to pay.
