Compromise on Drought Aid and Climate Law: Government Sees Milestone for Farmers and Economy

At the center is a package of measures that provides for both immediate drought aid and long-term adjustments to the Climate Neutrality Act by 2040. With this, the government is responding to the protests by farmers that have been ongoing for days, demanding financial relief and fewer bureaucratic hurdles. FPÖ Criticism of Economics Minister

Criticism came on Friday morning from the ranks of the FPÖ. National Council member Paul Hammerl accused Hattmannsdorfer in a parliamentary question of endangering the competitiveness of Austrian companies with the goal of climate neutrality by 2040. Hammerl spoke of "considerable location disadvantages" and demanded a fundamental revision of the law.

The Federation of Austrian Industries, meanwhile, took a nuanced stance. President Georg Knill praised the government's willingness to engage in dialogue, but at the same time cautioned that the burden on the economy from additional climate requirements must not continue to rise. Knill emphasized that a reliable framework plan was more important than short-term pledges.

Open Question: Aid for Uninsured Farmers?

It remained unclear on Friday whether the drought aid would also reach uninsured farms. This question was still under negotiation, according to the Economics Ministry. Chambers of Agriculture had previously insisted that especially small farms without insurance coverage depended on support to compensate for harvest losses.

The coalition parties SPÖ, ÖVP and Neos reacted positively to the compromise. The government interpreted the agreement as a signal of its capacity to act in a phase in which the consequences of climate change for agriculture are becoming increasingly visible. At the same time, the factions announced that they would push ahead quickly with the parliamentary deliberation of the law.

Outlook: Parliamentary Deliberation in Autumn

Observers see the compromise as an attempt to bridge the growing gap between climate protection and economic interests. The coming weeks will show whether the announced aid actually reaches the farms and whether the planned adjustments to the climate law will find the necessary majorities in the National Council.

For the farmers' protests, the agreement means a provisional breathing space. Whether the further actions announced for Monday will be cancelled was still open on Friday afternoon. Industry representatives, however, expressed confidence that the compromise provides a basis for talks.

The next stage will now be the parliamentary handling of the package. If the government's declaration is confirmed in the coming sitting weeks, first aid payments could still be disbursed in autumn 2026. At the same time, pressure is growing to quickly clarify the open question of uninsured farms.

Overall, the process shows how strongly climate and economic policy in Austria are now intertwined. The government is presenting the compromise as a model case showing that environmental goals and location interests can be reconciled when both sides make concessions.
