Cuba announces economic opening modeled on China and Vietnam

Díaz-Canel promised a more 'agile' structure with 'less bureaucracy,' and the government plans to reduce the number of ministries from 27 to 20 as part of the overhaul. In his remarks, Díaz-Canel linked the changes to 'den Anforderungen der heutigen Zeit,' explicitly referring to the country's own crisis rather than to pressure from Washington as the primary driver of reform. That framing allows the government to present the opening as an internal modernization effort, even as external pressure from the United States has intensified in recent months.

U.S. pressure and the China-Vietnam model

The U.S. government has increased economic pressure on Cuba through a series of sanctions in recent months, with the stated aim of forcing political and economic reforms on the island. Relations between Washington and Havana have been tense since the 1959 revolution under Fidel Castro, and the sanctions campaign adds an external incentive to the internal arguments for change.

Analysts note that the combination of an economic crisis, U.S. sanctions, and the examples of China and Vietnam creates a distinctive context for the reform.
