Danube Water Crisis: Romania Opens River Section to Shipping

Levels Far Below Average

According to its own statements, the Romanian waterway administration has ordered dredging work to keep the navigation channel clear in the shallowest areas. At the same time, a speed limit applies for passing vessels in order to stir up the riverbed less. These measures are intended to secure traffic until rainfall eases the situation.

From Hungary, meanwhile, reports indicate that the Hungarian Danube fleet is also operating with reduced drafts. According to the transport ministries, the two countries are coordinating their schedules to avoid supply bottlenecks for bulk goods such as grain and ore. Ukrainian ports on the Danube Delta are also preparing for possible delays in ship transfers.

Impacts on Neighboring Countries and Ports

The background is a summer with above-average temperatures in southeastern Europe. Heatwaves in June and July caused snowmelt in the Alps and Carpathians to finish earlier than usual, while precipitation was scarce. Hydrologists speak of a so-called low-water event that builds up over several weeks and only eases noticeably once substantial rainfall occurs.

In parallel to the situation on the Danube, conditions at Europe's river power plants are also tightening. During the heatwaves at the end of June and the beginning of July, the heat-sensitive nuclear power plants along the Rhône in France delivered only between one-third and half of their usual output. The reason is the lack of cooling: river water needed to cool the reactors may no longer be returned to the river when temperatures are too high.

The combination of low river levels and high water temperatures poses problems for both energy suppliers and shipping. In Romania, additional generators are being deployed to cover peak loads. Environmental groups are also warning of an increase in such extreme events as a result of climate change and are calling for uniform European adaptation strategies.

For the coming two weeks, meteorologists expect only isolated showers, which are unlikely to bring any fundamental easing. Authorities are calling on shipping companies to coordinate their voyage plans closely with the waterway offices and, where possible, to shift freight to rail. Agricultural operations along the Danube are also reviewing their irrigation plans, as many fields depend on river water.

Economic Consequences and Outlook

If levels continue to fall, a complete closure of shipping could be imminent in some sections. The economic consequences would be felt above all in grain exports, which are reaching their peak at this time of year. Observers in Bucharest do not rule out the government launching national aid programs for affected transport companies, as was the case in earlier low-water years.

The developments on the Danube and the Rhône show how heavily European infrastructure depends on stable water levels. In addition to energy and logistics, drinking water supply and tourism are also affected. Experts stress that short-term measures such as dredging can only alleviate symptoms. In the long term, investments in reservoirs, modern irrigation, and the expansion of renewable energies are needed in order to cushion similar crises in the future.
