Significance of the plant for Romania

Cernavoda is Romania's only nuclear power plant and covers a significant share of the country's low-carbon electricity generation. The facility has two operational reactor units as well as two further units whose completion has been planned for years but has been repeatedly postponed. The shutdown now initiated affects the running units and is expected to weigh on the country's electricity balance in the short term.

The Romanian government had pointed repeatedly in recent days to the strained situation along the Danube section. The water level had decreased further due to lacking precipitation and heat in the region. Energy Minister Sorin Rândažu had drawn attention to a possible impairment of the national energy supply, according to the news agency Mediafax, while at the same time assuring that emergency plans were being prepared.

The blasting was intended to improve water flow in a critical section of the river in order to remove sediments and deposits. However, the intervention only marginally raised the water level at the plant, as Miruta conceded. This means the deadline for continued operation of the second reactor is limited to a few days.

Impact on the region

In the region around Cernavoda, preparations for a gradual reduction of reactor output had already been made in the days before the shutdown. Experts refer to such cases as an orderly shutdown, in which the output of the reactors is reduced over several hours so as not to overload the safety systems.

Hungary, which is dealing with low water levels along the same stretch of the Danube, is observing the situation particularly closely, according to energy analysts. In Budapest, too, possible bottlenecks in cooling water supply for other facilities along the Danube had been discussed in recent weeks. Developments at the Romanian plant are therefore regarded as an indicator for the entire region.

The shutdown comes amid rising electricity prices and growing concern about supply security in southeastern Europe. Several countries had recently increased their energy imports to compensate for outages. The Romanian Energy Ministry stated that electricity supply in the country should be secured through imports and other generators.

Possible restart

Observers expect the reactor units to be fully shut down in the coming days. An exact date for a possible restart depends on the further development of the Danube water level, according to the ministry. Should substantial precipitation occur in the coming weeks, cooling operations could be resumed following a safety review.

The events surrounding Cernavoda also cast a spotlight on the structural risks of nuclear power in regions with increasing water scarcity. Climate researchers have pointed out for years that river-based cooling reaches its limits during prolonged droughts. According to experts, the situation on the Danube could become a benchmark for how vulnerable southeastern European energy infrastructure is to climatic changes.
