England's FA Considers Appeal Against Quansah's Red Card Following Balogun Precedent

Tuchel Raises a Fundamental Question

Thomas Tuchel, the head coach of the English team, raised the fundamental question after the match about the arbitrariness of such interventions. "Where does this end? Do we file an appeal when a yellow card isn't a yellow card? (...) The decision has been made. Who overturns this decision, and when, and on what basis?" said the former Bayern coach, referring to the controversial lifting of Balogun's suspension. Tuchel also summed up the matter with a wink: Captain Harry Kane should simply call Donald Trump to have the suspension lifted. When asked about the idea, Tuchel reportedly replied only: "Maybe. That's a good start."

Trump as a Player

There is a direct background to Trump getting involved in this context at all. Trump presented himself as a fan of Harry Kane and said he had already played golf with the English captain. He subsequently interceded on behalf of the US-American Folarin Balogun, who is part of the English squad, and Balogun's one-match suspension was then commuted to probation by FIFA. Balogun is therefore available again for the next match with immediate effect.

In parallel, a second similar case is occupying the football world. The French Federation (FFF) has applied to annul the yellow card against Michael Olise from the round of 16 match between France and Paraguay (1:0). Olise was booked by Uzbek referee Ilgis Tantashev in stoppage time following a confrontation with Matias Galarza. Video footage shows that Galarza theatrically fell to the ground without having been touched by Olise. Here too, the official only decided after VAR intervention.

Parallels in France

The English reaction, however, is more restrained than the French one. While the FFF is openly filing an application for annulment, FA officials have so far remained tight-lipped. Tuchel indicated that it was necessary to consult internally on whether an appeal had any prospect of success and whether such a step made sense with regard to the course of the tournament. The question of whether FIFA would actually release suspended players in light of the Balogun precedent also remains open.

Legal Gray Area

Legally, associations and players are on uncertain ground. A red card usually carries an automatic one-match suspension; annulment is only possible under narrowly defined conditions – such as in the case of a clear wrong decision by the referee. Whether the requirements are met in Quansah's case is for the responsible FIFA bodies to decide. If the association files the application, a decision would not be expected before the quarterfinals at the earliest.

Regardless of the sporting outcome, the debate raises fundamental questions. The increasing political influence on sporting decisions, the growing influence of VAR, and the willingness of powerful associations to exert pressure on regulatory bodies will be discussed beyond this tournament. Tuchel summed up the unease with his question: Where does this end?

At the same time, the case illustrates the growing politicization of a competition that sees itself as a major sporting event. If England does indeed file an appeal and succeeds, this would mark a new level of influence over refereeing decisions – with possible consequences for other associations that might take similar paths in comparable situations.
