Brussels, 22 June 2026

EU lawmakers and member states agreed on Monday in Brussels to add online grooming of minors and AI-generated child sexual abuse imagery, including livestreamed abuse, to the bloc's list of criminal offences.

The agreement, reached after negotiations between the European Parliament and the Council of the EU, closes a legislative process that had stalled for years over questions about scope and enforcement. Under the deal, the so-called "grooming" of minors via online services — the grooming of children for the purpose of committing sexual offences — will become a new criminal offence across the union.
