EU member states on Monday approved a ban on AI applications used for the abusive creation of sexualized deepfakes, set to take effect on December 2, 2026.

As reported by the Deutsche Presse-Agentur, the vote was directed against AI tools that produce deceptively realistic intimate imagery. "Bei Deepfakes werden mit Hilfe Künstlicher Intellgenz täuschend echt wirkende Bild-, Video- oder Tonaufnahmen manipuliert oder erzeugt," a spokesperson explained. Specifically, the ban targets applications that enable realistic images or videos of intimate areas — in particular genitals, the anus, buttocks or exposed female breasts, as well as sexually explicit acts.

"In der EU sind KI-Anwendungen zur missbräuchlichen Erstellung sexualisierter Deepfakes künftig verboten," the statement said. "Das neue Verbot soll aber explizit auch auf das Erstellen von Inhalten abzielen, die sexuellen Kindesmissbrauch darstellen." This means the rule goes beyond previous criminal provisions, because it puts not only users but also providers of the digital tools under obligation.
