Brussels, 29 October 2026

Several EU government leaders, including Friedrich Merz, ensured that the terms “associate membership” and “associate member” were removed from the draft closing declaration of the EU-Canada summit beginning in Brussels on Thursday.

Diplomats in Brussels reported to the German Press Agency that Friedrich Merz and several other heads of state and government from EU countries worked to have the two terms removed. The draft closing declaration of the EU-Canada summit was therefore no longer expected to contain any commitment to associate membership for Canada.

Why the wording was removed

The planned declaration is the summit's central outcome document. By removing the formulations, the EU side signals that it is not initially offering Canada any formal prospect of this form of EU affiliation. The present report does not provide details on alternative forms of cooperation.
