German Chancellor Friedrich Merz has outlined a proposal for Ukraine to gain 'associated membership' in the European Union, offering closer integration without full membership rights.

In a letter to EU leadership dated May 18, Merz suggested Ukraine could participate in meetings of the European Council and Council of Ministers without voting rights. The proposal also includes the possibility of an 'associated commissioner' from Ukraine working with the European Commission.

Merz wrote: 'Die Ukraine ist Mitglied der europäischen Familie' ('Ukraine is a member of the European family'), emphasizing the need for closer ties. The plan would allow Ukrainian representatives to observe proceedings in key EU institutions, including the European Parliament and Court of Justice.
