The EU Commission has officially recommended to the EU agency EACEA that two million euros in funding for the Venice Biennale be cancelled, after Russia is once again represented with a pavilion there for the first time since the start of Russia's war of aggression against Ukraine.

The recommendation was announced by Henna Virkkunen, Vice-President of the European Commission, on the platform X. She justified the move with a reference to European fundamental values. "Culture in Europe - financed with taxpayers' money - should promote and protect democratic values. These values are not respected in today's Russia," Virkkunen wrote.

The background to the decision is Russia's return to Venice's major art stage. The Biennale, which opened on 9 May, is the first since the start of Russia's war of aggression against Ukraine in which Russia is once again participating. This has once again brought the question of how to deal with the Russian presence on international cultural platforms to the fore.

Already in 2022, the artists earmarked for the Russian pavilion declared their withdrawal. "In 2022, the designated artists withdrew at short notice in protest against the attack on the neighboring country," the report states. In 2024, Moscow made the building of the Russian pavilion available to Bolivia in order to nevertheless enable a presence on the Biennale grounds.
