The European Commission intends to use a new legislative package to link the awarding of cloud contracts in sensitive sectors to the use of European technology, thereby making it more difficult for leading US companies such as Google and Microsoft in tenders.
The draft of the so-called "Cloud and AI Development Act" (Cada), which Reuters has seen, stipulates that contracts in areas such as finance, healthcare, and energy supply will in future only be awarded if European hardware and software are used.
This would effectively exclude the world's largest cloud providers – Amazon Web Services (AWS), Google, and Microsoft – from certain public and private contracts in Europe. Until now, such contracts were often awarded solely based on price.
