The federal government is planning, according to a "Welt" report, to introduce a sugar tax on sweetened beverages in the future instead of a special levy, with the revenue intended to benefit the statutory health insurance funds.
Background: From levy to tax
The black-red federal government had initially agreed to introduce a new levy on sweetened beverages starting in 2028. However, according to "Welt" research, the corresponding draft law is now being drawn up not by the Health Ministry but by the Finance Ministry. The draft is expected to be approved by the cabinet at the beginning of the coming week.
Additional revenue of 450 million euros per year is planned. This was intended to flow to the statutory health insurance funds as financial relief. While a special levy would have been earmarked, an excise tax flows into the general budget – from which subsidies are already transferred to the health insurance funds today.
