Female Scientists Demand Permanent Qualification Pathway for Lateral Entrants in Schools

The debate is not new: For years, individual federal states — including Upper Austria — have been grappling with acute teacher shortages, which have been cushioned through temporary programs and the deployment of individuals without complete pedagogical training. The existing models have frequently been criticized as stopgap measures because they provide neither systematic support nor comparable standards.

Background: Teacher Shortage and Existing Models

Schneider and Zenz argue that entering the teaching profession without a completed teacher training degree involves particular hurdles. Lateral entrants must bring subject-matter expertise but simultaneously have to acquire pedagogical, didactic, and classroom management competencies. Without targeted support, instructional quality declines, the researchers warn.

Specifically, the researchers propose several building blocks. These include mandatory mentoring programs in which experienced teachers accompany newly entering colleagues over an extended period. Regular classroom observations — mutual and by supervisors — as well as learning coaching should also become a fixed component of the entry phase.

The Proposals in Detail

Another cornerstone is closer integration with the Pedagogical Universities. Reflection units within the framework of PH courses are to give lateral entrants the opportunity to systematically process their teaching experiences and link theoretical knowledge with practice. In addition, the researchers are calling for a dedicated profile for lateral entrant training that recognizes their particular role and is not conceived merely as a shortened version of the traditional teacher training degree.

The background is the situation at schools: In several subjects — particularly in the natural sciences and technical fields as well as in the compulsory subjects at the secondary level — trained personnel are lacking. The lateral entrant program of the Ministry of Education has been adjusted repeatedly in the past in order to recruit personnel in the short term. However, Schneider and Zenz do not see this as a sustainable solution.

International Experiences and Retention

The researchers point to international experience showing that accompanied qualification in the first year of teaching is decisive for retention in the profession. When the transition is well designed, lateral entrants remain in the system longer and can contribute their subject-matter expertise on a lasting basis. Without this support, there is a risk of premature departure — and the staff shortage will worsen further.

Demands Addressed to Education Policy

With their demands, Schneider and Zenz are also addressing education policy at the federal and state levels. Quality assurance must be regulated and funded in a binding manner — for example, through additional positions for mentors as well as relief hours for teachers who accompany colleagues. Only in this way can lateral entrant training become a reliable pathway into the teaching profession.

The researchers emphasize that their proposals are not directed against lateral entrants. On the contrary: they see them as an important resource for mitigating the teacher shortage. The prerequisite, however, is that entry into the profession is not simply imposed on them, but is professionally accompanied. This is in the interest both of those affected and of the students.
