Five years after the Taliban's return to power, Afghanistan is confronting a humanitarian crisis of historic proportions that international aid programmes have been unable to match with adequate funding, the Norwegian Refugee Council (NRC) has reported.

Marking the fifth anniversary of the Taliban takeover, humanitarian organisations have described conditions inside Afghanistan as a chronic emergency without clear precedent. The Norwegian Refugee Council (NRC) said on 11 August that only about 42 percent of the funds needed for humanitarian response in the country were actually provided last year, leaving a wide gap between donor pledges and delivered assistance.
