The German Bundestag on Thursday held its first debate on a planned Building Modernization Act (Gebäudemodernisierungsgesetz) that the black-red coalition says will replace the heating rules of the previous government and restart Germany's transition to climate-neutral heat supply.
Reiche frames overhaul as a 'restart'
Federal Economics Minister Katherina Reiche (CDU) presented the draft as an opportunity to relaunch the heat transition, arguing that the existing Building Energy Act (Gebäudeenergiegesetz) had created uncertainty and investment reluctance. She said the previous rules were complicated, bureaucratic, and inflexible, and she described them as a 'Zwang zur Wärmepumpe' — a heat pump mandate — that the new government intends to dismantle.
