German residential construction posts strongest first-half rise since 2016

Two-family houses recorded the steepest relative growth, with 7,700 units approved between January and June — an increase of 27.3 percent. Dwellings in residential homes such as student or care accommodation rose more modestly, by 0.9 percent, to 4,400 units.

The half-year figure represents the largest percentage increase in approved housing since 2016. Analysts have linked the rebound to lower construction costs, easing interest rates and federal efforts to accelerate planning procedures.

Federal building minister Verena Hubertz said the "Bau-Turbo" package, a set of planning simplifications adopted earlier in the legislative term, was beginning to take effect. "We are seeing the first signs that more building is happening again in Germany," Hubertz said at a press event in Berlin. The phrase "Bau-Turbo" has become shorthand among housing-policy officials for the ministry's cluster of approvals and serial-renovation reforms.

Outlook and reservations

Economists urged caution. Klaus Wohlrabe, a housing economist, noted that German new-build approvals still remained well below the levels reached in the mid-2010s, when annual completions regularly exceeded 300,000 units. "The trend is clearly upward, but we are starting from a low base," Wohlrabe said in an interview.

The Statistische Bundesamt publishes construction-permit data every quarter. The next data release is scheduled for autumn 2026 and will cover permits issued in the third quarter. Housing associations, including the Bunde für mehr bezahlbaren Wohnraum, welcomed the higher numbers but said supply remained too tight in major cities.

Residential construction is politically sensitive in Germany, where rents in metropolitan areas have risen sharply since 2020 and a dedicated federal housing ministry has been created to coordinate affordability measures. The latest figures are likely to be cited both by the ruling SPD-led coalition and by opposition parties ahead of upcoming regional elections.

Vonovia, Germany's largest listed residential landlord, has reported improved conditions for new building in recent quarterly results, and its share price has recovered since the start of the year. The company has not commented on the statistical-office release beyond reiterating earlier guidance.

Separate official data on completions in the first half of 2026 are expected later in the year. Completions typically lag permit approvals by 12 to 18 months, meaning the recent gains in approvals could translate into finished homes in 2027 or later.
