Hail Insurance Estimates Drought Damage for Domestic Farmers at One Billion Euros

Hail Insurance chief Kurt Weinberger had initially estimated the damage sum lower in a first assessment, but has now revised it upward. According to the company, the final amount will depend on the further weather progression as well as on the number of reported damages. The Hail Insurance's calculation is considered an important reference figure in Austria because the company insures a large portion of domestic arable land against weather risks. Based on this data, the federal government and the states had already put together aid packages for agriculture in previous drought years. A similar approach along these figures is also emerging this time.

Open Questions on the Design

Industry representatives from the affected regions called for rapid help in the meantime to cushion liquidity-related bottlenecks at the farms. At the same time, they warned of structural consequences if the crop failures carry over into several consecutive years. Chambers of agriculture and interest groups also see the package as a prerequisite for ensuring that domestic production of grain and feed is secured in the medium term.

It remains open as to what amount and in what form funds from the aid package will flow. Subsidies for insurance premiums, direct payments to affected farms, and tax relief are being discussed. According to Totschnig, the final design is to be determined in coordination with the federal states, which will co-finance part of the funds.

Background: Drought and Climate Change

In its presentation, the Hail Insurance pointed out that climate change has noticeably altered the frequency and intensity of drought phases in Central Europe. An expansion of insurance density and precautionary measures for water storage would therefore gain in importance. This, too, should be incorporated into the political deliberations.

The news agency APA reported on Monday as one of the first sources on the new damage assessment and the political reaction. In the coming days, further statements from the states as well as an official statement from the Federal Chancellery are expected.

Overall, the billion-euro damage assessment makes clear that the 2026 drought represents an existential burden for many farms. Without state support, a decline in cultivated area threatens in several regions, agricultural experts warned. The political negotiations over the aid package are therefore likely to gain momentum in the coming weeks.
