Austrian Government Still Deadlocked Over Aid Package for Farmers

Norbert Totschnig, the environment minister, recently stressed that the situation in agriculture was serious and required swift support. However, according to participants, the talks on the exact amount and form of the aid are proving difficult.

The Neos' economic policy spokeswoman, Michaela Schmidt, pointed out that, in her view, relieving farmers of risks that had been known for years would create problematic incentives. She argued instead for market-based instruments and a greater role for insurance solutions.

Position of the Neos

In a statement, Schmidt stressed that insurance premiums were already heavily subsidized with taxpayer money today. "Da würde der Staat mitunter perverse Anreize setzen, wenn er jetzt sagt: 'Ich entlasse euch aus diesem Risiko' - zumal auch die Versicherungsprämien stark mit Steuergeldern subventioniert würden", she said with reference to possible direct aid payments to farmers.

Klimek, another participant in the talks, had previously pointed out that drought was a risk that had been known for years and that state intervention in this area could undermine the self-responsibility of farms. He warned against hollowing out existing insurance models.

The SPÖ signaled willingness to talk about a compromise, but is insisting on social protection for smaller farms. The ÖVP, for its part, stresses the importance of food security and is pushing for a swift solution in the interest of rural regions.

Demands from the Agricultural Sector

Observers see the stalled negotiations as a symptom of a broader debate about the right way to deal with climate-related damage in agriculture. The question of whether the state should intervene directly or rely on insurance solutions is dividing the coalition.

The Environment Ministry said it was engaged in constructive talks with all governing parties. No specific date for an agreement was given. Negotiations are to continue in the coming weeks.

Outlook for the Coming Weeks

The Chamber of Agriculture recently called for an aid fund to be set up quickly to provide affected farms with liquidity. Industry representatives warned that without swift support, some farms would face existential problems.

With negotiations ongoing and the end of the summer recess approaching, pressure is mounting on the coalition to present a solution. Whether this will happen before the next session of the National Council remains unclear.
