Strait of Hormuz: Negotiations over shares and revenues

At the center of the ongoing talks is the Strait of Hormuz, one of the world's most important sea lanes for oil transport. According to Iran's Revolutionary Guard, agreements were reached on Wednesday on the respective shares of Iran and Oman in the waters of the strait as well as in transit revenues. This would provisionally resolve key questions of sovereignty and economic use between the two riparian states.

The negotiations are being led on the Iranian side, among others, by Kazem Gharibabadi, who is regarded as an experienced negotiator on nuclear and security policy issues. On the Iranian side, the outcome is being presented as a success of Iran's own negotiating line, which relies on regional agreements rather than escalation with the United States.

The US government has intensified its economic pressure on Iran in recent months. This includes measures in the area of financial oversight as well as targeted sanctions against Iranian institutions that, according to Washington, are intended to curb the financing of destabilizing activities. Iran's finance minister had previously stated that these measures would not affect the Iranian economy in the hoped-for manner.

US pressure and Iranian counter-line

Despite Iran's willingness to negotiate, its fundamental stance toward Washington remains confrontational. President Pezeshkian had recently stated that Iran did not rule out resuming talks with the United States. In a direct quote, it was stated that he had said this on Wednesday, without elaborating further on the content of the remarks. The statement is interpreted in Tehran as an opening for indirect negotiations.

Iran's geographic location on the northern shore of the strait gives the country a particularly strategic position. Roughly one-fifth of global oil transports pass through the Strait of Hormuz, making revenues from transit fees and control rights a politically and economically sensitive issue. An agreement with Oman, which lies on the opposite side of the strait, would therefore have a model character for future regional arrangements.

On the US side, both the president and the finance minister have publicly commented on Iran policy. The US government takes the position that economic pressure should be maintained and, if necessary, intensified, should Iran not be willing to make substantive concessions. A direct response from the US government to the latest Iranian statements was not initially available.

International observers assess the parallel signals from Tehran – threatening gestures toward Washington and rapprochement with Oman – as a classic dual strategy. On the one hand, it aims to demonstrate its own negotiating strength; on the other, it aims to secure the economic benefits of a stable strait for the Iranian economy.

Outlook for further talks

The coming days will show whether the further talks that have been announced actually take place and whether concrete agreements emerge from them. If the dynamic between the announcements from Tehran and the stance of Washington solidifies, the Strait of Hormuz could become the litmus test for future US-Iranian relations in the short term.

What is certain is that both the Iranian and the US side will clearly assert their respective positions in the upcoming rounds of negotiations. While Tehran relies on regional solutions and economic independence, Washington insists on a comprehensive course of pressure.

For the international energy economy, the stability of the strait remains of central importance. Fluctuations in Iranian and US policy have a direct impact on price developments and supply security in the global energy markets.
