Oman, which sits on the southern shore of the strait and has historically acted as a diplomatic intermediary between Iran and Western governments, has not publicly commented on the specifics of the reported arrangement. Muscat's longstanding policy of quiet engagement with Tehran has made it a preferred channel for back-channel negotiations, but the absence of an official confirmation has left the scope and timing of any deal unclear.

Oman's role as a diplomatic channel

Maritime law generally treats warships differently from commercial vessels, with coastal states asserting varying degrees of authority over military traffic in their territorial waters and exclusive economic zones. Any attempt by Iran to enforce a blanket ban on military passage would therefore raise complex questions under the United Nations Convention on the Law of the Sea and would almost certainly draw objections from the United States and European navies that routinely operate in the area.

Energy analysts caution that even the threat of restrictions can move markets. Tanker operators typically respond to elevated risk in the strait by raising insurance premiums and, in some cases, rerouting vessels or delaying cargoes, both of which can feed into higher crude prices for importers in Asia and Europe.

Market and military implications

The diplomatic backdrop also matters. Talks between Iran and the United States over Iran's nuclear program and regional de-escalation have moved in fits and starts over the past several years. Oman's role in facilitating earlier rounds of those negotiations means that any new bilateral arrangement carries significance beyond the specific question of military transit rights.

Analysts interviewed by regional outlets said the Revolutionary Guards' statement should be read as a negotiating posture as much as a hard policy line. By linking any future deal to curbs on foreign military movement, Iran creates leverage ahead of further talks, while also reassuring domestic hardliners that it has not conceded control of the strait.

The warning nonetheless introduces a new variable for Western planners. Allied naval commanders have grown accustomed to conducting exercises and freedom-of-navigation operations in and around the strait; a formal Iranian declaration that such movements would be prohibited under a future Oman framework would force recalculations on presence, posture, and the legal basis for any response.

Oman's foreign ministry did not immediately respond to a request for comment outside business hours. Iran has not released the text of the proposed agreement, and the Revolutionary Guards' announcement did not specify which categories of vessels would be affected or how any prohibition would be enforced in practice.
