Lebanon extradites Syrian ex-general to Damascus

Background of the arrest

The handover to Syrian authorities raises questions, as Lebanon is cooperating with the Syrian transitional government in Damascus. Syria had received new leadership after the fall of Bashar al-Assad in December 2024. Critics had previously feared that an extradition to Syria could enable Syrian opposition politician Ahmad al-Sharaa to silence critics of the new government.

The Austrian authorities had arrested Issa on 13 May at Vienna-Schwechat Airport after he had entered from Greece. An extradition request from the Lebanese attorney general was on file, which Austria granted. The arrest was carried out on the basis of a European arrest warrant and after review of the Syrian arrest warrants, which were based on allegations of murder and crimes against humanity.

The case has a history: Already in May 2025, Issa was arrested in Greece, but was handed over to Austria following a decision by a Greek court, as he holds a Syrian-Austrian dual passport. He had been in pretrial detention in Austria ever since. Human rights organizations had expressed concerns about an extradition and pointed to the risk of torture and inhumane treatment in Syrian prisons.

Political dimension of the extradition

The Syrian transitional government under Ahmad al-Sharaa had announced after taking power that members of the former Assad army would be brought to trial. These included high-ranking military officers and intelligence officials held responsible for human rights violations during the civil war. The extradition of Iska is a first concrete example of this announcement.

At the same time, proceedings are pending in Lebanon against former police chief Moussab Abou R., who is accused of having betrayed information about Lebanese citizens to Syrian intelligence in the 1990s as head of Lebanese intelligence. The cases show that the judicial reappraisal of Syrian rule continues in both countries.

The Austrian judiciary had previously stressed that the handover to Lebanon was lawful and that the human rights situation in Syria had not been the subject of the Austrian proceedings. Human rights organizations such as Amnesty International, however, demanded guarantees that Issa would not face a death sentence in Syria and that there would be no risk of torture.
