Moia launches autonomous shuttle service in Hamburg – funded by the Federal Ministry of Transport

During autonomous operation, a safety driver sits in the vehicle. According to Moia, the service is in a test phase in which rides are free of charge. Soon, rides will also be bookable via the Switch app of the Hamburg public transport authority (Hamburger Verkehrsverbund). A company spokesperson said there had been rides before, but the service had not previously been intended for the public.

The vehicles use sensor technology from Mobileye, the publicly traded vehicle autonomy majority-owned stake of chipmaker Intel, headquartered in Israel. Cameras, radars, and lidars are designed to provide 360-degree environmental perception, while a high-performance computer processes the sensor data into driving commands in fractions of a second.

Moia CEO Sascha Meyer emphasized that the experiences from Hamburg should help to "further develop the technology and service and prepare them for additional markets." Federal Transport Minister Patrick Schnieder (CDU) said at the project launch that autonomous driving makes a tangible contribution to improving quality of life for all people. "Here in Hamburg, it is becoming reality step by step," said Schnieder.

The Federal Ministry of Transport hopes ALIKE will yield transferable insights: "The findings from ALIKE should also serve as a model and template for other cities and regions." Regular service without a safety driver is scheduled to begin at the end of 2026; until then, a gradual transition to operations with reduced driver intervention is planned.

Timeline and market outlook

Moia had originally announced plans to offer autonomous rides with passengers as early as mid-2025. As such, the actual public launch is significantly behind the original timeline. In 2023, the Hamburg transport authority had also announced that up to 10,000 autonomous vehicles would be on the city's roads by 2030. According to a report by "Welt," however, the authority now assumes there will only be a few hundred.

Several parallel autonomous driving projects are underway in Hamburg: bus operators Hochbahn and Verkehrsbetriebe Hamburg-Holstein are working on similar offerings, and Freenow plans to introduce autonomous taxis. As a result, multiple providers will compete for the same regulatory and technical framework conditions in the Hanseatic city.

On the stock market, the news caused only minor movement: VW shares traded on XETRA on Wednesday were at times 0.08 percent higher at 71.94 euros. Separately, RBC Capital Markets had rated VW preferred shares as "Outperform" on 14.07.26.

The next phase of the project will show whether the transition to driverless regular service at the end of 2026 actually succeeds. In addition to technical hurdles, regulatory obstacles must also be overcome – such as approvals for operation without a safety driver in public road space.

If the approach proves successful in Hamburg, ALIKE could become a blueprint for other German cities and regions, according to the Federal Ministry of Transport's intentions. This would make the trial run in the Hanseatic city a signal to municipal transport planning across Germany.
