ORF considers earlier increase of household fee: Discussion in the foundation council on financing from 2028

The background is the strained budget situation of the public-law broadcaster. According to internal figures, more than 300 million euros have already been saved, including through restructurings and the reduction of positions. Despite these measures, those responsible see additional financing needs in order to maintain the program offering in its previous breadth.

The role of the audience council was also addressed in the deliberations, as it has a right of co-determination in fundamental program and financing matters.

FM4 and the program obligation

The broadcaster's program line also remains part of the discussion. Under the currently valid ORF Act, the broadcaster is obligated to offer a third, nationwide receivable radio program with a main focus in a foreign language. FM4 is not explicitly named as a program obligation in this context; rather, the obligation arises from the more abstractly formulated provision.

Outlook on further deliberations

Parallel to the financial questions, internal reform processes are underway, including adjustments to orchestras and program areas. The Radio Symphony Orchestra RSO was also the subject of structural considerations. The aim, according to the ORF, is to ensure the house's ability to act in the coming years and to continue to fulfill the public-law mandate.

The upcoming meetings of the foundation council will show whether the ORF will actually bring forward the timetable for adjusting the household fee. Should this be decided, 2028 would be the earliest possible point for an increase. Until then, the ongoing austerity measures must be continued and program quality secured at the same time, as stated from the house.
