Russia's Supreme Court bars Yabloko party from parliamentary elections

The Supreme Court acted on a complaint from the Justice Ministry, which argued that the party's structure violated Russia's election law. Under the legislation cited by the ministry, parties are required to meet detailed organisational and reporting requirements, and any violation can be grounds for disqualification. Yabloko's lawyers argued in court that the issues cited were minor and procedural, and that barring the party from the ballot was disproportionate. The court rejected those arguments.

Yabloko chairman Nikolai Rybakov said the ruling amounted to a political verdict rather than a legal one. In remarks carried by Russian media, the party described the decision as part of a broader pattern in which the authorities have used technical rules to exclude voices that disagree with official policy. The party said it would study the ruling and consider any legal remedies available under Russian law, though previous attempts by opposition movements to overturn such decisions in Russian courts have generally failed.

The move comes against the backdrop of a sustained crackdown on Russia's already limited political opposition. Under laws adopted in the years since the full-scale invasion of Ukraine in 2022, public criticism of the war has been treated as a criminal or administrative offence, and a series of restrictive measures has been used to sideline opposition figures. The most prominent anti-war politicians, including those associated with the late Boris Nemtsov, have been driven into exile, imprisoned or declared foreign agents.

Broader crackdown on opposition

One of the most prominent recent cases involved Yabloko's vice president, Boris Vishnevsky, who was designated a "foreign agent" in 2024. Russian legislation bans foreign agents from running in elections or holding public office, forcing Vishnevsky to resign from the St. Petersburg municipal council. His departure from elected office was a significant blow to the party's visibility in Russia's second-largest city, and underscored the legal tools available to the authorities to remove opposition figures from political life without putting them on trial.

Analysts say the Supreme Court's decision should be read alongside earlier steps that have already tilted the September elections in favour of the ruling United Russia party and other Kremlin-loyal formations. Several would-be candidates have been barred from running for local and regional races, and independent media has been placed under tight restrictions. The exclusion of Yabloko means voters who want to back a registered party calling for an end to the war will have no such option on the ballot.

International reaction and outlook

Internationally, the ruling is likely to reinforce criticism from Western governments and rights organisations, who have argued that Russia's electoral process has become a formality in which the outcome is effectively determined in advance. Election monitors from the Organisation for Security and Cooperation in Europe have previously documented a shrinking of political space in Russia, and the barring of Yabloko is expected to be cited in future assessments of the September vote.

For Yabloko's remaining members and supporters, the immediate question is whether the party can continue to operate in any meaningful form. Russian law does not automatically dissolve a party that has been barred from a single election, and Yabloko could in theory contest future votes. But with its senior figures in exile or designated as foreign agents, its regional organisations hollowed out by years of pressure, and its message effectively excluded from the official campaign, the party faces an existential challenge heading into September's ballot.
